Allow apps downloaded from anyone

Imagine being able to create. Or templates that you can give to your citizen developers to empower them to create beautiful Apps with minimal effort allowing them to focus on the LOB functionality! Power Apps already lets us create Apps in a fraction of the time of standard development, however, there are some things that still take us a fair amount of time and lack certain accessibility features.
